UN racial-discrimination committee puts reparations debate in present-day systems frame

CERD's new reparatory-justice guidance should be read carefully: the Convention is binding on states, while the Committee's recommendation is interpretive guidance about current obligations and continuing structural harm.

The workforce and institutional issue is the shift from historical acknowledgement to present systems.
